The game is set in Metro City, a metropolis in the grips of a massive crimewave. Peace, law, and order have no meaning here: only death and violence. Determined to save his city, Mayor Mike Haggar launches an assault on the vicious gang known as Mad Gear, only to have his beloved daughter Jessica kidnapped in retaliation for his actions. Together with Jessica's boyfriend, Cody, Haggar sets out to rescue his daughter and restore order to his city.
